Any authorities need supervision. As administrative guidance doesn't belong to legislative issue, there is no clear jurisdiction, which directly led to the weakening of the responsibility of guiding, a large number of illegal guidance and administrative corruption. It is against the legitimate interests of the public and contrary to the guidance of restricting the right to protect the public's legitimate rights and interests of the rule of law. From a global perspective, the role of the administrative guidance at the national macro-management is prominent. It is China's current macro-control process of a major important tasks on how to work out administrative monitoring effects and control the implementation of the right.It's inevitable for administrative guidance monitoring to occur in China. This system plays an important role in protecting the benefits of country and people, promote open policy, develop the economy healthily, promote social political and spiritual civilization, and strengthen people's political discipline ideas. From China's current perspective, there are some problems, such as, transparency is not high, the powers and responsibilities are not suited, the scope of monitoring is too narrow, and so on. While there are also some problems in other administrative guidance monitoring, such as, authorities way of supervision shows a lack of legal basis, the procuratorial agency fulfills the law and discipline surveillance, the economical surveillance and so on to supervise the function afterward economic supervision. Only the authorities are direct supervisory authority, prior to the administrative guidance, in the matter, after three supervisions, which is the fittest object. However, due to our system, the rule of law, the condition of their own organs, administrative supervision and guidance exists to weaken and dilute the trend. The executive guidance of chaos, not the guide, guiding unscientific, not pure motives, etc, have occurred, which had some corruption Phenomenon. It not only harms the image of the party and the country, but greatly harms the legitimate interests of the masses. Based on the problems encountered in the process of guidance, the thesis analyses causes and puts forward specific measures, from the perspectives of changing the leader system of administrative guidance monitoring, increasing individuality of administrative supervision, completing the sound institutions, improving the legal system, strengthening the guiding procedures to monitor and improving supervision of the contingent of cadres building. From a macro point of view, it is necessary to achieve administrative guidance to resolve the existing problems, but also to remove administrative guidance with regard to the issue of China's administrative guidance to improve the monitoring system for reference.
