Research On How To Improve Administrative Guidance In China

After the Second World War,administrative guidance has been gradually given attention and utilized widely.It plays a unique modern administrative effectiveness.It will help to improve the efficiency of administrative work,help to promote the change of government functions,help to enhance the rights and obligations of all citizens' awareness,and help to improve the traditional relationship between the Government and the public.However,the administrative guidance of our theoretical research is still relatively lagging behind,which we have an urgent requirement to improve the status.In this essay,the author employs a wide rang of research methods,including the historical comparison,comparative analysis, positivistic analysis and etc to introduce the system of administrative guidance and analyze the main problem in our country.This essay is composed of four parts.The basic theory on Administrative guidance is the first part,in which the concept and principles of administrative guidance are introduced and its origin and development are explained with reference to valued materials.The second part features the functions of administrative guidance from both positive and negative point of view,which can be a solid theoretical basis of the research.The third part is about the research on the current status of its implementation throughout our country.Although it has been widely applied in China,there are a lot of problems.The third part is about the research on the current status of its implementation throughout our country. Although it has been widely applied in China,there are many problems,including the legislation lag of administrative guidance,administrative guidance is deficient,administrative guidance is dissimilated,the content about administrative guidance is illegal and so on.The author found the reasons for them based on the analysis of these issues.The fourth part is the personal recommendations of how to improve administrative guidance in China.The author proposed some aspects to improve administrative guidance in China,including Changing ideas,perfecting the legislation of administrative guidance,perfecting relief procedures of administrative guidance,perfecting responsibility system for administrative guidance.
