The Actuality Analysis And Countermeasure Investigation On Administration Charge Of Sichuan Province

The administrative charges have some serious problems such as the large quantity and heavy burdens on society. Although we make great efforts on the management of administrative charges, our action has little effect on it. The main reason is that we don't touch the key of the problems. In order to supervise the behavior of the government, optimize the environment of investment, lighten the burdens on the companies, it is necessary for us to perfect the management system of administrative charges.In this text the author mainly analyses some correlation problems, including the concept, the property, the function, the sort and the character of administration charge, then considers the administration charge theory dialectically. The author also points out that the application range, and the advantage, and the disadvantage of these four main charge theories at present. He summarizes five ubiquitous problems, the actuality, and the system of our country's administration charge in this paper; scholars investigate the administration charge of SICHUAN province focused on its background, charge sort and range based on the successful experience of administration charge management in western developed countries, then indicate what the two problems are and why, and in the end make these suggestions to improve the management of administration charge in SICHUAN province, for example: Change the tax to control charge items; Transform government functions, and establish the system with the balance between right and duty; Build the law criterion for administration charge; Improve the management system of administration charge.
