According to the basic requirement of socialist market economy and the essential idea of governmental scientific management, it will bring important and profound function for the administrative system reform, governmental function transformation and administrative ability construction of our nation that we need to wholly regulate and control and rebuild the governmental administrative process, realize the low cost administration and construct an intensive government with Chinese characteristics. For the choice of theory and the construction of structure, this essay obeys the advanced, scientific and feasible principle for the hope to achieve theoretical innovation and practical guidance in government reform. As for content, this essay consists of seven parts:Part I: Proposition of the problem and researching idea. The author puts forward the problem of administrative cost from the perspective of the requirement of social development and the expectation for theoretical study, and then he induces and summarizes its basic aspects theoretically. Through the study of related concepts and documents at home and abroad, he supposes that the problem of administrative cost has been focused on, while the research and study on it are still in lack. Through the inter-subject interpretation of the concept of cost, the author puts forward that the aim of researching cost is to direct social practice to pay cost reasonably and scientifically. On this basis, three possibilities of the relationship between administration and cost are given according to the change of quantity: administrative profit is more than cost, i.e. gaining is more than losing; administrative profit is the same as cost, i.e. gaining equals losing; administrative profit is less than cost, i.e. gaining is less than losing. Hence, the so-called low cost administration is that the paid administrative cost and the resulted bad effect are the least and the administrative profit is the best. Cost has the feature of invisibility, lag and complexity, thus the cost in administrative activities are inevitable, but it can be controlled.Part III: The main representations of the high cost of administrative management of our nation. Through the empirical study and analysis on the selected material and data, the author points out that the main representations of the high cost of administrative management of our nation are: 1. The amount and structure of government public expenditure are unreasonable; 2. The apparent decrease of administrative institutions and the real increase of financial burden; 3. The increase of routine administrative management cost has severely lost control. 4. Cost led by the wrong administrative decision. In this part, through technical method, in a large scale and a long period of time, the author approximately measures the administrative management profit and cost of the central government and the government of Guang Dong province respectively, and he makes many comparisons in several systems, and then tentatively sets an analyzing and comparing model to generalize the phenomena descriptively.Part IV: The reasons of the high cost administration of our nation. On the basis of the above analysis, the author points out that there are three main reasons for the high cost of the administrative management of our nation: 1. On the administrative idea level, including the conflict of the diversification of administrative cost, the influence of the bad effect of administrative culture and the lack of the administrative ethic protection mechanism; 2.
