A Preliminary Study Of Local Legislative Issues Of Xinjiang Uygur Autonomous Region

Xinjiang Uygur Autonomous Region is located in the western frontier in our country, which accounts for one-sixth of China's land area, faced with how to play its native advantage to overcome the disadvantage of its own to achieve sustainable and harmonious development of the ambitious task. It can not be separated from the settlement legislation, in particular the Xinjiang Uygur Autonomous Region, local legislation.Compared to the state legislation, the local legislation of Xinjiang plays the vital role in the course of state law enforcement, which can better solve the special problems in the course of the development of Xinjiang due to its flexibility and aboriginality. As a result of the socio-economic development in Xinjiang, the importance of the local legislation of Xinjiang is increasing apparently.After several decades of development, the local legislation of Xinjiang Uygur Autonomous Region has made great achievements, which have greatly promoted the region's political, economic and cultural development. However, in recent years with the development of the new situation, the local legislative of Xinjiang Uygur Autonomous Region is facing many problems and confusion. Therefore, this article is based on these thought, analysis of the Xinjiang local legislative gains and losses and put forward some proposals from the concept of legislation, the legislative system and the legislative emphasis three areas.The author believes that under the new circumstances of the Xinjiang Uygur Autonomous Region, local legislation, first of all, it is necessary to change the traditional concept of local legislation, by the idea of legislation to achieve the practical use of local characteristics to the coordinated development of scientific change; value of the legislation by the pursuit of a static value to the dynamic pursuit of efficiency change; legislative goal to focus on efficiency and quality. Secondly, we should execute legislation reform, establish a scientific system of laws has been proposed, strengthen the constructoin of deliberation system and legislative hearing system. Finally, to achieve the transformation of legislative emphasis, we have to adjust the focus of legislation from politics, economy, culture and education in a timely manner, to achieve a balance of priorities in the legislative process.
