Study On Social Regulation In The Field Of Public Management

In the 1970s, a new wave of government regulation, social regulation, came into being in the western developed countries. The concern of social regulation focuses on hazards and risks which result from not ideal exchange or transactions in the natural environment and market exchange process of social activities, that is , unsafe and unhealthy phenomenon and its consequences caused by the hazards from environmental damage as well as unreasonable market transactions, production process and specific acts. Analizing from aspects of some points in social regulation theory, the theoretical basis, and the research fields and means of social regulation, the thesis here attempts to come up with some proposal about how to strengthen the function of social regulation in China.The thesis consists of four parts:Part 1: the development from economic regulation to social regulation. At the beginning, based on the analysis on the rise of social regulation and development, the part leads to definition and objectives of social regulation, as well as the controversy and criticism evoked during its development process.Part 2: theoretical basis of social regulation. The theory of social regulation holds that social regulation is built on the basis of market failures, including the theory of externalities, asymmetric information, public goods and consumer preference.Part 3: the main research areas and means of social regulation. This part states in detail the research contents and the main means of social regulation.Part 4: how to strengthen the function of social regulation in China. The part begins with the following four aspects: improvement of legal system in social regulation, strengthen regulation of regulator, change of government regulation conducts to improve effectiveness of regulation and enhance our health, safety and environmental regulations. And then drawing on experience of western countries, the part puts forward advice on how to strengthen the function of social regulation which adapts to China.
