Research On Social Policy Of Left Party In Poland, Hungary And The Czech Republic

Social policy is state policy of dispeling the harm in the assigning process, using the means of legislation and administration, with the purpose of striving for fair. The social policy is the concrete embodiment of the idea of social just, its core is that the country reallocates the social development achievements, offers just, general social security and support extensive employment to social members through systems, means. When the great change takes place in the economic and politic systems of the society, the importance of the social policy comes out prominently.The political orientation and key meaning of left party is putting forth effort on safeguarding the interests of the people of lower floor in society. The transition from planned economy centrally to the market economy is not merely an complicated and difficult economic question extremely, it is likewise an sharp and sensitive social and political issue extremely. The transition of economy is the course that interests are revitalized, the high social cost must be afford by the people of lower floor in society. So, making and implementing positive social policy, distributing the cost of transition rationally, trying hard to lighten the agony of people of lower floor in society especially disadvantaged groups in society becomes the great historical mission of the left party. The left party not only has a lot of successful experiences, but also has many failful lessons in making and implementing the social policy, reviewing the course of winding development of nearly twenty years of Eastern Europe, summarizing these experiences and lessons conscientiously has important theory value and reality meaning for advancing the development of socialist market economy and constructing of the harmonious society of our country undoubtedly.This text studies the problems of developing of social policy of the main left party of these counties systemly, announces the inherent relation between drift along of left party and the success or failure of its social policy, analyzes the factors of restriction in making and implementing social policy, and summarizes historical experiences and lessons conscientiously, choosing Poland, Hungary and the Czech Republic as targets of investigating, with the macroscopical background of social, political and economy transition of the past twenty years of Eastern Europe. The full text is divided into five chapters. Chapter one defines three concepts of left party, left party in Eastern Europe and social policy, it is the logic starting point of the full text. Chapter two analyzes the political orientation of left party in Eastern Europe, points out the basic goals and main tasks of the social policy of left party, it establishs foundations for the back of the text. Chapter three combs and analyzes social policy implemented by left party in office in Poland, Hungary and the Czech Republic, it is a subject part of the article. Chapter four summarizes roles of four respects of the social policy of left party, dissects the restrictions in implementing social policy for the left party in power, containing the restriction of domestic economic situation, the restriction of international fator, the pining down of alliance in power, and the influence of original socialist welfare systems. The last part of the article summarizes several enlightenments provided by developing of social policy implemented by left party in Eastern Europe. We think that the left party of countries in transition must handle the interrelation between fair and efficiency well, must handle the interrelation between the party in power and left party well, must handle the interrelation between insisting on traditional value and reflecting modern ideas well when making and implementing the social policy. Only based on national reality, making and implementing the positive and practical social policy, maintaining the interests of the masses especially disadvantaged groups in society, left party could reflect its own political resort and value orientation, and win the extensive support of the society.
