This issue starts with the analysis of basic situations of Yancheng, grasps the representative(Dongzeng Villiage in Binhai County), adopts the method of dissecting a sparrow and integrating point and sphere, integrates the party's governing ability construction theory, the party's theory of building grass-roots organizations, the socialist countryside theory, as well as good governance theory with the practice of the construction of rural grass-roots organization in Yancheng, finally makes in-depth and detailed analysis and research,and puts forward countermeasures and methods to strengthen the governing ability of rural grass-roots organizations.
