Talks On The Perfection Of Chinese Banking Supervisory Regulation

The Finance Business , which is as the centre of the modern economy , plays a very important part in the development of economy in China . And the banking is as the main force of the finance business , its security affects on the stability of country's economy , directly or indirectly . Banking supervision takes a guard part in the development of banking , further in finance business . Banking supervisiory regulation is regarded as the guarder of finance supervision . So every country in the world pays much attention to the perfection of banking supervisory regulation . Our country was carried out planned economy in the past , but fllowing the development of reformation , now is executed market economy . Although market economy has been remarkable obtained , in some aspects still should be perfected . Such as , captial market is not developed , the experience of banking supervision is not enough , and banking supervisory regulation is not perfect . Especially , when the New Basle Capital Accord was carried out in the end of the 2006 , Chinese banking supervision is brought up higher requisition . Constructing legal environment which is for carried out the New Basle Capital Accord will be a systems engineering . In this thesis , I draw on the experience of the New Basle Capital Accord , and confer the new requisition . In this base , I think over the present situation of banking supervisory regulation in China . Particularly , talking on the problem of legal system , the problem in the purpose of value of legal regulation , the problem of subject's right and responsibility and so on . In accordance with these problems , Standardized and systemic legislation should be paid more intension to perfect the banking supervisory regulations system , improve the supervisory skills and the overall quality of personnels and so on .
