An Analysis Of The Policy Deformation Behavior In The Policy Execution

It is obvious that the execution of policy is the key course in the process of policy. The settlement of the government policy problem can not merely depend on the perfect proposal; it also depends on the effective execution of the policy. But for a long time, the execution of the policy did not cause people's enough attention and lead the practice of policy lag behind expectations in life. People found that more and more policies had not been carried out according to what people expected, just as said "there are full of policies in our world, but most of them have gone bankrupt". It has appeared a lot of deformations during the process of executing policies, which makes the policy deviate from its purpose. Especially in our country, the deformation phenomenon in policies'execution policy is very serious; a lot of policies made by the central authorities can not reach the anticipated goal because of the deformation in executing them. By the problem of"secure-production"for example, because the policy in the implementation is rested on by the local authority own benefit to twist and to be accommodating, causes the security accident frequent occurred, endangers to the national authority and the life security problem. So it is essential and urgent to study the problem.Through documents study and actual investigation, the author finds that the factors leading to the deformation is complicated and changeable. In this article, it refers to tow factors; the first one is the benefit conflict and gambling between the central committee and the local authority's through the policy implementation; the second one is the information communication channel impeded causes the information not to be asymmetrical through the policy implementation.This paper take "Secure-production" as the example, analyzing the phenomenon of policy deformation in the policy execution. Unifying the policy execution practice in china ----the problem of " secure-production " policy in the policy execution, then analyzed the meaning specifically, the performance and the harm of the policy execution, and profoundly discussed the causes of the benefit and the information aspect in the policy execution, on this foundation, entrusts the principle-agent model to analyze the relations between national and the place, then proposed the solution to the deformation behavior in the policy execution. And make the public policy really become a tool which realizes the fundamental interests of the broad masses of the people of China.
