| The purpose of this article is to study the deformation phenomenon in policy execution of china on the basis of the domestic and international policy executing theories and our country's current political operation system. Combined with the practice of China's policy execution, it makes a specific analysis on the implication, performances and serious dangers of the deformation in policies' execution, and has probed the causes which led to the deformation of policies' execution, it puts forward the corresponding countermeasures and suggestions to prevent the deformation of our policies' execution and to improve the efficiency and results of the policies' execution. Policies' execution is a course in which the executor turns the idea into actual effect by setting up the organization, using various kinds of policy resources and adopting all kinds of execution means. Ellison, a famous American scholar has said: "During the process of achieving the goal of policy, the function of the scheme only accounts for 10%, and other 90% depends on effective execution." It is obvious that the execution of policy is the key course in the process of policy. The settlement of the government policy problem can not merely depend on the perfect proposal; it also depends on the effective execution of the policy. But for a long time, no matter in the west or our country, people generally put focus on the choice and formulation of the policy. It takes for granted that as long as equipped with enough funds and personnel, the goal of policy will be achieved naturally. The execution of the policy did not cause people's enough attention and lead the practice of policy lag behind expectations in life. People found that more and more policies had not been carried out according to what people expected, just as said "there are full of policies in our world, but most of them have gone bankrupt". It has appeared a lot of deformations during the process of executing policies, which makes the policy deviate from its purpose. Especially in our country, the deformation phenomenon in policies' execution policy is very serious; a lot of policies made by the central authorities can not reach the anticipated goal because of the deformation in executing them. The deformation of policy execution means that the policy can not reach or deviate from the original goal because of various kinds of influences and restrictions during the process of implementing. It contains formal and substantial deformations. At the present of our country, it has four kinds of deformations in the policy execution: First, policy symbolized. It is the phenomenon that the policy executor only make surface propagate in the course of carrying out policy, and has not turned the policy into the concrete effective measures, overtly agreeing but covertly opposing , fine start and poor finish, make the policy become the oral promising or written form; Second, policy distorted. It is the phenomenon that while carrying out the policies, the lower authorities always distort the content and spirit of the policies of higher authorities according to his own interests and demands, which cause the policy deviate from the original intention; Third, policy added. It is the phenomenon that in order to achieve private or local interests, the policy executor add some unseemly content to the original policy, or expand the policy extension blindly, which make the policy objects, extensions, targets exceed the original requirement; Fourth, policy replaced. It is the phenomenon that when the policy executor think the policy made by the higher authorities is disadvantageous to himself, he will exchange the same policies of higher authorities on the surface to the policies totally deviated from the content of the original spiritual essence, thus cause the policy to cease and fail. All sorts of deformation phenomena in executing policies has not merely hindered the realization of the policy goal, and has destroyed the order that the policy carries out and damaged the authoritative...
