In 21st century,China is facing the keen competition and challenge.Whether the governments at all levels can catch the opportunity and win in the future depends on a key problem of developing and managing government human resource completely and scientifically.As a special social institute which provides public products and services,government office must take active measures to improve the construction of civil servants system,complete the system of training,organizing and employing talents,and build a contingent of high-qualified civil servants which is necessary for carrying out scientific outlook on development.This will not only bring the significant development to a socialist country under the rule of law build socialism with Chinese characteristics,but also to improve the ruling ability,ruler ship and the prosperousness of the Communist Party of China.At present,governments at all levels are carrying out Civil Servant Law.The most important task for academic circles and government personnel departments is to combine practice with theory and introduce new concepts and modes to human resource management in order to construct Civil Servant System Organization effectively and improve their leading ability. Combined with working experience,my thesis is mainly a research on constructing Civil Servant System Organization.The whole thesis is divided into five parts:The first part is an introduction which briefly describes the background,object,significance and method of the research;the second part introduces the theory basis of the whole thesis and expatiates on the meaning,character,main content and special mechanism of constructing Civil Servant System Organization,and also inquiry about the motive;the third part introduces the construction and rules of Civil Servant System Organization in western countries.Comparing differences between our national civil servants system and western civilians system,it has brought the practical experience of civil servants system construction in western countries;the fourth part introduces the current situation of the Civil Servant System Organization of H City Government,find the main problem and point out the necessity of constructing Civil Servant System Organization;the fifth part proposes main methods to strengthen Civil Servant System construction in four aspects:Increasing the administration consciousness,building good faith,raise administration ability and complete management system and so on;the sixth part is conclusion and outlook.Two pictures,three forms and 56 references are included in this thesis.
