Research On The Management And Service Of Urban Sub-district Offices From The Perspective Of Puplic Governance

As the agency of the people's government,the sub-district offices connects the government and the urban community,and bears the special functions of the grass-roots political power organization and the function of the social affairs management.It is the foundation of the social stability of the city.In recent years,with the promotion of urbanization,the size of the city continues to be large and the population density is sharply added,which poses a greater challenge to the management and service of the sub-district offices.Based on this background,the management system reform of the sub-district offices has become a hot topic in the theoretical circles and government departments.This paper takes the government function theory,the “principal-agent”theory and the public governance theory as the basis,and takes the sub-district offices of the Dongsheng District of Ordos City inInner Mongolia as an example to study the problem of the management and service of the sub-district offices.This article is divided into seven parts.On the basis of explaining the background and significance of the topic,the introduction of “Introduction”combed the research status at home and abroad,and discussed the research content,research methods,and the innovation and shortcomings of the paper.Chapter one,“related concepts and theoretical explanations”,expounds relevant concepts and theories,which provides a theoretical basis for this study.The second chapter “ the management and service status of the sub-district offices in Dongsheng District of Inner Mongolia Ordos City”,inspected the status of the management and service of the sub-district offices in Dongsheng District of Ordos City,and analyzed its basic situation,management service system and achievements.The third chapter “ the problems and causes of the management and service of the sub-district offices in Dongsheng District of Ordos City in Inner Mongolia”,analysis the problems existing in the management and service of the sub-district offices in Dongsheng District of Ordos City,and points out the reasons for the problems.The fourth chapter,“the experience and Enlightenment of management and service of grass-roots and sub-district offices at home and abroad”,inspects the experience of management and service of grass-roots organizations and sub-district offices at home and abroad,and puts forward its reference significance.The fifth chapter “ improving the path selection of street office management and service in Dongsheng District of Ordos City”puts forward some countermeasures and suggestions to optimize managementand service,such as changing ideological concept,optimizing management service mechanism,strengthening self construction,increasing government support,innovative social governance and perfecting supervision system.This paper is of great theoretical and practical significance to optimize the management and service of the sub-district offices in Dongsheng District of Ordos,promote the transformation of the organizational management of the grass-roots political power to the governance and promote the theoretical research of the local government.
