Which has a positive role to protect and improve the living environment and ecological environment,prevent and control pollution and other hazards,and protect the people in good health.However,promulgated in 1996,"the Xinjiang Uygur Autonomous Region Environmental Protection Ordinance" as an autonomous region of local laws and regulations,more than ten years ago,with the autonomous region's rapid economic and social development,it can no longer meet ecological and environmental protection needs.At the same time,those environmental protection laws and regulations are local,are not fully use of autonomous areas legislative power, so they lack local standards with geographical characteristics.Xinjiang's geographical and environmental characteristics are very different from the mainland,the development of the National Environmental Quality standards and emission standards are not fully applicable to the Xinjiang Autonomous Region,which resulted in the environmental management,so they should formulate specific regulations combined with the region and characteristics of the actual.Therefore,under the premise of national legislation implemented,we must strengthen the rule of law in the construction of ecological environment in Xinjiang.From the establishment and implementation of scientific development concept, building a harmonious society and achieving harmony between man and nature with the aim of the ecological environment in Xinjiang reality,in order to comprehensively promote the objective of building a well-off society,adhere to the principle of people-oriented.To further strengthen enforcement and improve environmental management capacity,efforts to improve environmental quality and protection of people's health,the environment and promoting coordinated economic and social development.Therefore,to ensure uniform implementation of national laws under the premise,we must strengthen the rule of law construction of the ecological environment in Xinjiang.From establishing and implementing the scientific concept of development,building a harmonious society,to achieve harmony between man and nature of the objective requirements of the ecological environment of Xinjiang and the actual conditions in order to comprehensively promote the building of a well-off society as the goal,adhere to the people-oriented principle.
