The Legislation Research On The Rural Financial Organization System Of China

The development of agricultural economy has a significant position in the national economic development.Rural financial organization system is an important part of financial system.Therefore,it is very important to study rural financial organization system,to research on which kind of financial organization can promote the development of rural area's economy.First,any system's change is a course lasting long-time and with many unsure factors. However,the replacements and changes of systems are affected by politics,economy,culture and the need of society.There are different environments during different periods.In consideration of the cost of any development in system,when we discuss how to reform system,we should research on the old systems' features and its causes of change by probing into the history to find out the objective needs of the innovation of system and the theory of its reform.Because from some aspects,there is a link and development between the systems. In other words,the past system is the logic starting point of the present system and so does this paper.It comes the first part of this paper.In retrospect the history of financial organization of China,the author summarizes the features of its changeand find out why and how the history is going on.Secondary,though presently China is carrying out reform in rural financial organization system tensely and now the rural financial organization system consists of reasonable parts, there remain many contradictions and questions in the course of reform and development. Some are the unsolved questions which existed in the old system and some emerge during the course of reform.It comes the second part of this paper to diagnose the shortcomings of present rural financial organization system and find what lead to these shortcomings.It aims at to solve these problems and perfect rural financial organization system.Thirdly,our country's reform of rural financial organization system fell behind the reform of economy system.There is a big distance between our country and other developed countries in the development of rural financial organization system.When we reform the financial system,we should introduce some new systems and organisms.On the other hand, we also should learn experience from other countries especially the developed countries to save the cost of reform.So the third part of this paper introduces some classic rural financial organization system of some developed and developing countries and summarizes their features,then get the experience and enlightenment which are useful to China's reform.Last,on the basis of theoretical and practical analysis,it follows the results of this paper. The author draft resolutions to solve the problems existed in the rural financial organization system and offer propositions to shape a reasonable and suitable rural financial organization system.To make it come true,we should accurately diagnose present rural financial organization system's ills,and learn from other countries and benefit from their experience in establishing and developing China's rural financial organization system.Then boldly bring forth new ideas and create new meanings,and China needs establish and perfect the law system related to rural financial organization system to make the policy institution, commercial institution and cooperative institution go well with each other,with the rural economy fact.Besides,China need introduce some new kinds of financial organizations by making the conditions which a financial organization is supposed to have at a lower-level to guide the folk-finance developed reasonably and lawfully.
