Improvements For The Legal System Of Agricultural Development Bank Of China

As the only one agricultural policy bank in China,Agricultural Development Bank of China (ADBC) seriously carries out the policy of the Party Central Committee and State Council,and brings into plays the functions of serving,supporting,promoting,regulating agricultural and rural economic development since its establishment.The Agricultural Development Bank has made outstanding contributions to our country's coordination stability and healthy development of agricultural and rural economic.However,since the establishment of the Agricultural Development Bank,there lack of relevant laws and regulations.At present,the main basis for the Agricultural Development Bank to run from "The State Council's Decision on the Reform of the Financial System","The Notice of formation of Agricultural Development Bank of China", "The Formation Program of Agricultural Development Bank of China","Agricultural Development Bank of China Constitution" and other policy documents,which are in sharp contrast to the legal system of foreign agricultural policy banks.The purpose of this paper is to put forward the relevant recommendations to improve the legal system of Agricultural Development Bank of China through the status analysis and comparative studies of legal systems of agricultural banks 'policies of major foreign countries.In this paper,the methods of empirical analysis,comparative analysis and other research methods are used.It is advised that Agricultural Development Bank of China should conform to come to the development needs in the new situation and constitute "Act of Agricultural Development Bank of China" as soon as possible.The Banking Regulatory Commission of China and other authorities should constitute other relevant regulation measures based on the special situation of Agricultural Development Bank of China to ensure the healthy developments of it.
