Global climate change is increasingly becoming a topic of common concern, since the first World Climate Conference in 1979, the first time climate change as a cause of concern to the international community to put on the agenda of questions. Subsequently, in recent years, climate change for many countries more and more attention to its adverse impacts and disasters have posed a serious threat to the survival of mankind and the environment, sustainable development. China also severely affected by climate change, China's future climate warming will further aggravate; case of extreme weather and climate may increase the frequency; uneven distribution of precipitation phenomenon more evident, the frequency of heavy precipitation events increased; possible to expand the scope of arid zone; further exacerbated by the trend of sea level rise. Especially in 1997, by nearly a hundred years of strong El Nino phenomenon rarely seen in the impact of global climate anomalies occur, frequent occurrence of natural disasters. Sustained wanning of our climate, there to high temperatures and drought in the north is characterized by the meteorological disasters, weather conditions are poor agricultural year. Has introduced the "China's National Climate Change Program" (hereinafter referred to as "program") and "to deal with climate change Chinese policies and actions," White Paper on addressing climate change and other programs.Climate change is not only the environment of a threat to our country, but also for China's economic development strategy, energy strategy, greenhouse climate control, coastal development, as well as areas such as agriculture and forestry resources have formed a severe challenge.
