Since the70s of last century,humans began to realize the dangers of climate change,the world is to tackle climate change have made a concerted effort,in1992reached a "United Nations Framework Convention on Climate Change " for the common emissionreduction,to deal with the greenhouse effect provides the basis and guidelines,and in1997reached the "Kyoto Protocol" is another substantial progress to develop acompliance mechanism,set specific reduction targets,so that "the Convention" has thecoercive power and maneuverability,not without reflecting the determination of theworld to tackle climate change,this paper discusses the basis of climate change, whileinternational law for dealing with climate change processes and improve our policyresponses are analyzed in this chapter a total of32,000words.Article is divided intofour main parts of the legal issues of climate change research,including the response toclimate change, the main principles to be followed to deal with climate change,thedevelopment of international law,foreign-related legal system concerning theassessment and our response to climate change and improve the views.Response toclimate change is an international environmental issues,development issues is how topromote energy reform,sustainable economic development is the common topic aroundthe world.
