Telecommunications services trade is the WTO trade in services under the framework of an important component of the external trade in services in recent years to develop faster in part, "General Agreement on Trade in Services" (GATS) is the foundation of negotiations on trade in telecommunication services, and the first trade in services together is the gateway to the importing country's market access, namely access to markets. Because of the specificity of Telecommunications services, are often of a country's security problem, so most of the country have reservations. Especially for the developing countries as China, Chinese telecommunications services industry in the process of gradually opening up, is facing fierce competition and the impact has not yet been introduced at a sound regulatory system for telecommunications services before the question of market access deal with the appropriate or not will directly affect China's telecommunications service industry's survival and development plans. This article from the international trade in telecommunication services market access system begin to define the scope of the telecommunications services and economic characteristics, from telecommunications services into the GATS regulations started the historical background, demonstrated the relationship between telecommunications services trade and GATS , and then the International Telecommunications Service development of the origin of market access ,international telecommunications services into the basic characteristics of the trade.
