Our country's telecommunication access system still needs to be improved.Based on the characteristics of the telecommunication industry and the actual situations now, our country's telecommunication marketing assess system setting up should follow the principles of enhancing the effective competition, defending state sovereignty and economic security. On the material way of accessing, the telecommunication services business-licensing mode is more suitable. The government or the supervision institution can through issuing the license to reach the aims of optimizing telecommunication services running units, adjusting the telecommunication services marketing structure, guiding the developing of the telecommunication services and protecting the country and consumer's benefits. In order to keep the pressure of competition, the licensing types of the telecommunication services should let the telecommunication enterprises become full service providers. And on the material way of licensing, it can appoint, approve directly and through auction bidding according to the competition status, and it's much more fair through auction bidding.In Our country's Telecommunication Regulations, the telecommunication business licensing system has some defects like business types have difficulties to manage, and the system regulations are not perfecting, and the foreign investments assessing regulations are not clear, so in the process of drafting the Telecommunication Law, it should perfect the legislation on the following aspects: Compare with other country's related regulations, our country's telecommunication business licensing should take the first and second business classification rules. In the process of business licensing, it should separate from the telecommunication resources licensing. In order to fit the"Three net works become one"and the trends of national telecommunication business, it should license full services license to the running unit. And more, we should allow various ways of the foreign investments accessing. Through the perfection of the licensing relations now and setting up the reasonable telecommunication marketing accessing regulations, it can better improve the developing of the telecommunication industry and protect the national and social interests.
