| Concentration of undertakings means one undertaking becomes the controlling person of other undertakings or acquires decisive influence on the other undertakings by the way of merging, buying shares or assets, or contracts. It can influence the society positively as a whole and negatively as well. In China, operators will focus on the need for adequate regulatory system is the "anti-monopoly law, "and after a series of supporting administrative rules and regulations, it will focus on the need for undertakings concentration.In the way to concentrate on control, anti-monopoly review is the most commonly used and the most effective way. How to focus on the operators to review anti-monopoly? Throughout the world, the primary means is to declare in advance or after the undertakings. The anti-monopoly agencies to declare the situation under review, then deciding whether to approve the undertakings. In this article, the main research is that is very important and relatively weak operator focused on anti-monopoly review process to discuss. The first part of the dissertation briefly introduced some of the basic questions related to the concentration controlling system; it gave a brief introduction on review of the status and the need for regulation and the classification of undertakings.Part II of the dissertation began with the introduction of the EU antimonopoly process. This chapter introduces the system operators to focus on the EU'S antimonopoly model, as well as the steps of the procedure law. In the end of this part, you would know about some of the improvements which may be helpful in PRC'S antimonopoly law by European Commission.The last part pays much attention to the present the PRC'S anti-monopoly law and makes some suggestions to the law, which may be not feasible but actually sincerely. The part includes the case of declaring and declaration of material and the reviewing period. I hope that it will be useful to PRC'S anti-monopoly review process.
