Prevention And Control Countermeasures On Robbery Forcible Seizure And Larceny

Robbery, forcible seizure and larceny,as several of the most common forms of crime, are becoming increasingly rampant in recent years. This endangers people's life as well as their properties on one hand, and feazes the public security departments on the other hand. In 2005, the Ministry of Public Security launched a special nation-wide campaign against robbery, forcible seizure and banditry crimes by stepping up cracking down such crimes. Through this campaign, the grave situation has been changed to some extent, however, the rate of clearing up such crimes still remains on the low level and such crimes are ready to rebound at any moment . The reasons for the high occurrence rate robbery, forcible seizure and larceny are diverse and complicated, they are often related to various issues such as social, cultural, educational, legislative, judicial and governmental and other factors. How to strike these crimes, reduce crime rate and punish the criminals? How to strength preventing and control measures, deter potential criminals? How to curb these crimes radically and establish a long-term mechanism of prevention and control, is a matter of theoretical and practical significance. Based on theoretical research on these crimes and experience summary done by experts, and by referring himself to relevant literature on this issue, the author comes up with his own viewpoint and hopes to present some innovative ideas. Robbery, forcible seizure and larceny, as whole, has the following characteristics: a. the crime subjects are often young in age and low in education level; b. the criminals tend to be organizational, vocational and intelligent; c. the criminals tend to choose a specific victim object, and often selective in time and venue of commitment; d. the crimes are diversified, premeditated and fast. The reasons for the high rate of such crimes include constant weakening of social control, increasingly widening gap between the rich and poor, influence of unhealthy culture, inadequacy of countermeasures by public security organs and other relevant departments, backwardness of relevant legislation and regulations. In respect prevention and control of such crimes, it is proposed that police organs should consolidate its function and measures, strengthen system and team building, improve relevant legislative and judicial measures, mobilize and educate people, meliorate social security system, further improve social control countermeasure. To be of some value and help to the prevention and control of robbery, forcible seizure and larceny, is also the intent of the author in finishing this essay.
