Research On The Legal Construction Of Korean Libraries

Beginning and deepening of library legal construction marks whether one country's library cause enters into modernization and legal track. Library legislation and the implementation of the library law is also a measure of the development level of the national library cause. Legal system construction of China needs to absorb all profitable experiences and ways in the world. Korea is one of the neighbor countries of China. Close historical origin and common cultural background decides more conferences between our library causes.The first Korean Library Law was made in 1963. Until now it was revised greatly four times. They are"Library Law"of 1987,"Library Promotion Law"of 1991,"Promotion Law of Library and Reading"of 1994 and"Library Law"of 2006. All of it presents the improvement of Korean Library Law according to times. The new revised"Library Law"of 2006 achieves great success on law's improvement and originality, e.g. Library Information Committee under the direct control of the President, regional representative libraries,library's responsibility to narrow the gap in the knowledge and information,the national library assistance center for the disabled, etc. Korean Library Association performs an important role on facilitating Korean Library Law, e.g. making law's drafts,organizing works etc. All of those will benefit us to construct more scientific and reasonable law.This paper gives a brief introduction to the development of Library Law in korea from a new angle. Firstly, it explains the main content of"Library Law"and implemented law in different times. Secondly, it introduces Korean Library Association in detailed, e.g. its history evolution, the legal basis for, organized institution, function, situation of association members. Thirdly, it discusses the process of promoting Korean Library Law by Korean Library Association. Finally, the writer provides five suggestions: making and performing"Chinese Library Law", consolidating Chinese Library Association's function, improving Chinese government's recognition to library cause, enlarging Chinese library's social function and adjusting librarian certificate system.
