The Study Of Legal System On Massachusetts Libraries

Library is an important institution where saves up and spreads human knowledge, and where realizes cultural education, hence consummating the library legal system is the important part of the development of China librarianship. There is developed librarianship and perfected library legal system in the US, especially in Massachusetts where has a long history of library legislation, its state library law、local library law and relevant law and regulation of library involve every aspect of library, which produced great influences on American library. This paper takes the library legal system of Massachusetts as case study and adopts literature survey, systems approach, historical research and network research, introducing content and features of Massachusetts legal system on library. Currently, Massachusetts legal system on library consists of three parts: state library law, code of Massachusetts board of library commissioners and policy, code of ordinances of city and town. The above laws and codes supplement each other and build a relatively complete legal environment for the development of librarianship in Massachusetts. By the study of legal system on Massachusetts libraries, this paper summarizes legal system on Massachusetts libraries’ features, joins with present library legislation condition of our country and offers reference and consulting for our country.
