The Study On The Mechanism Of Charitable Donation

Since China introduced reform and opening policies, it has made a headway in economic development and created miracles one after one. However, with the growth in wealth, a growing polarization between rich and poor has become a prominent issue. According to the survey of "China's Social Situation Analysis and Prediction Group", the Gini Coefficient of China has reached 0.47 now. The Gini Coefficient is ultra-distance at present, and the situation has not changed yet. The polarization between rich and poor has been growing. Therefore, an endogenous mechanism for the distribution of wealth and self-help is need; it can be used to the redistribution of wealth. Such a mechanism is called the charitable donation. At present, the shortage of charitable donations is common in China. There are many reasons. The basic one is the mechanism of charitable donations is imperfect. After making an analysis on the current status quo and problems of the charitable donations, this paper tries to build a new mode of mechanism which is different from the traditional "state-based" charitable donation mechanism. That is "participatory society" mechanism of charitable donation. The article is divided into five parts.Part one is about the background of this topic. And then it analyzes the research status about the mechanism of the charitable donation, and describes the research framework of this article,the focus of research, as well as the research methods.Part tow is about the concept of this article. Specifically, it discusses the basic theories of this article which includes charitable donations, charitable donations mechanism and the fundamental theory on charitable donations. Finally, both the motivation of the Chinese charitable donations and the reason for the shortage are mentioned. At last it points out the focus of the charitable donations mechanism which needs more attention.Part three is mainly about the charitable donation status and issues in China. And then the four major issues about Chinese charitable donations are pointed----such as "Lack of voluntary donors", "Imperfection of donation incentive mechanism", "the irregulation of the management of donation resources", "lack of credibility of the charitable organizations". All these problems lead to the shortage of the charitable donations in China.Part four is about the certain case of Xiamen Charity. Basing on the analysis of four sides, such as operation of the process, monitoring system, strategy of solicitation for donations, reciprocation mode, I find out that our donation model belongs to the traditional "country-lead", and then recognize the importance of building a new model of charitable donations.Part five is devoted to build a mechanism of charitable donation called "participatory society". Due to the previous analysis, the concept of "participatory society" donation model is raised. The last part discusses about the principles, framework and content of the new model.
