China is now actively establishing our own mechanisms of Compensation for Oil Pollution Damage.In this process,it is necessary to draw lessons from advanced experience of international legislation.After the "Civil Liability Convention" "Fund Convention" "Bunker Convention" and some other conventions come into force,the International Oil Pollution Compensation Mechanism is established.In this paper,those international conventions was firstly given a brief introduction,and then from two angles,both horizontal and vertical to analysis the International Oil Pollution Compensation Mechanism.The horizontal consists of two aspects:the scope of oil and the scope of ship.The vertical is to analysis the three-tier parties to bear the obligation of compensation.Compare the international regime with domestic institution,we could find that there are there important points to improve our own mechanism of Compensation for Oil Pollution Damage,the foundation of domestic oil fund, compulsory liability insurance and direct action system,the special liability limits for oil pollution damage.As the party of Civil Liability Convention 1992 and Bunker Convention 2001,the ship-owner in our country should actively fulfill its obligations under those conventions and take active countermeasures to prevent the occurrence of oil pollution risks.
