Study On Enforcement Of Electronic Traffic Police

Since the end of the eighties and the early nineties of last century, in the aspect of traffic safety management of our country ,the problems are getting worse and worse and the contradictions are becoming more and more prominent. The main cause is that the traditional enforcement by human traffic police has become increasingly unsuited to the profound changes in the traffic environment. A same problem also occurred in the seventies of last century in developed countries like the United States, Britain, France and Germany. In order to deal with the grim traffic situation, they put forward the concept of intelligent transportation as if by prior agreement, and developed Intelligent Transportation Systems. Facts have proved that the system of electronic traffic police, as an important component of the intelligent traffic system, plays an extremely important role in road safety management. Therefore, for dealing with the severe situation of traffic safety management in China, it's an inevitable choice to make use of a new type of enforcement approach-electronic traffic police. So far, in China law enforcement by electronic traffic police is a new thing. Although it has begun to show great advantages, in law enforcement practice there are many problems like this or that, which is the rule for any new thing.The author makes a preliminary study on the enforcement of the electronic traffic police by referring the information collected about the enforcement by electronic traffic police and unresolved issues during the enforcement. First of all, in the part of the outline of traffic police enforcement, the definitions of electronic traffic police and the enforcement approach are made, also comparative analyses with related concepts; Secondly, the necessity of the enforcement by electronic traffic police is introduced because it is the result of the development of Intelligent Transportation and the inevitable way to traffic safety management. It has unparalleled superiority over human traffic police in favor of law-abiding citizens; Third, the problems in law enforcement by electronic traffic police are described and analysed, mainly from legislation, enforcement, technical standards, team building, hardware functions and the causes are analyzed one by one. Finally, based on the earlier analysis of the problems, the countermeasures for improving enforcement by electronic traffic police are put forward, respectively, from the aspects such as development and refinement of legislation, regulatory enforcement, uniform technical standards, the establishment of a professional team, improving the functions of hardwares, and so on. Also learning successful experiences of law enforcement from foreign countyies is beneficial. In the concluding part, the author outlines the research and makes a reasonable prospect of the future of enforcement by electronic traffic police.
