Tolerance is better value pursued by mankind; it was initially hold as private morals. Since the modern, however, concept of tolerance is not the outcome of the gradually enhancing private morality. Conversely, since the modern concept of tolerance is the result of religious tolerance. In spite of this, religious tolerance compared to tolerance of private morality, the biggest feature is the institutionalization. Whether in terms of the history or the reality, religion is a social system. Religion considered as a social system require that tolerance must be regarded as the religious norms to be observed by followers. However, such tolerance only exists in believers of this religion. If people not believe this religion, it is not obligation. Therefore, as an institutional tolerance, religious tolerance not possesses universality. The scope of its coverage has not reached every corner of society and every member of society. Tolerance of liberalism inherits the institutionalization regarded as advantage of the religious tolerance. At the same time, tolerance of liberalism not only inherits advantage of religious tolerance but also have new development, that is, the generalization. Tolerance of liberalism seeks to reach a consensus and coexistence, which is two broad categories of the concept of liberalism tolerance, these two categories continuing to the present. Liberalism tolerance not only possesses the institutionalization of religious tolerance, and also universality. This makes that liberalism tolerance can cover all areas of society and every member of society. The reason why it is able to do so is that from the very beginning liberalism tolerance closely contact with the legal institution. So since the modern, institutional tolerance should not only be universal and simultaneously contact with the national laws and government decision-making in close.Institutional tolerance has two principles: the principle of the universality and harm principle. Harm principle is the substitute of the principle of right or wrong. If a government regard the principles of truth and the principle of right or wrong as the standards of the allocation of resources and the benefits, part of society will received from the national preferred solicitude and members of the other part of society has experienced discrimination. There's tremendous inequality that makes possibility of the majority of people, or the majority of good moral people oppressing with a small number. This can not be tolerant to one. The general principles asked that national law and government decision-making keep the consistent before and after, that government decision-making and national law is universal on the content and application. The universality of law and decision-making needs to be based on tolerance or else intolerance of the law will destroy the value of its own law. Because modern governments are based on democratic institutions. Person often put democracy as the value of the Most Holy, This makes part of people damage to public opinion by the name of public opinion; Makes the majority of people depended its dominant position in the Democratic to suppress the minority so that intolerance laws and policies are constituted .Therefore the institutional tolerance regarded the universality as an important feature must restrict the power of majority of people. Otherwise the institutional tolerance will not the existence .There are two the institutional tolerance, the first kind of institutional tolerance taking precedence over the second kind of institutional tolerance; therefore, under the institutional tolerance, the intolerance must be tolerated. The second kind of institutional tolerance does not necessarily mean the obligations. However, it has the necessity of existence and makes tolerance no longer a "closed-door philosophy"of inhospitality. Since the first priority of tolerance, institutional tolerance needs to be supported by sanctions. Identity of Institutional tolerance has not become a byword for the victims and the sanctions did not lead to exclusive.
