At present, the whole world is going through the throes of financial crisis, and unemployment wave is sweeping the globe.There are many negative consequences accompanying the high unemployment rate. The author obtained a number of crime-related data and information about unemployed person by investigating, and through this article the author compared and explored the phenomenon on crimes among the unemployed in China and in Russia.Crimes among Chinese and Russian unemployed persons have many same characteristics as well as many differences. The same points are: many cases of property violation due to high living pressure; many criminal gangs formed by unemployed persons; many male-dominated minor deliberate crimes; and many new types of crime emerged during nearly years with some changes in social life. The difference between the two countries is the difference of Chinese and Russian organized crime. Social causes of crime for unemployed person are the conflict between their survival objectives and means of realizing them.Such conflicts turn Crime into an effective way to make a living for the unemployed.The individual causes for crimes among unemployed lie in physiological and psychological aspects.To prescribe the right remedy for prevention and control of crime among the unemployed people, the author believes that prevention and comprehensive treatment should be made from two different levels: the macro-level and the micro-level with emphasis on the macro-level.Prevention and treatment of the macro level refer to resolve the conflict between the survival goals of unemployed persons and their means of livelihood, including the redistribution of the wealth of society, promotion of employment projects, formation of unemployment early warning mechanism, and establishment and strengthening of the mechanisms for social security etc.Prevention and control at the micro level refer to the effective social prevention and control of unemployed individuals, including strengthening community-based help and psychological care for unemployed person and other aspects.
