In recent years, not reported the crime of false security incidents incidencecontinues to rise, complicated case against the increasingly serious consequences.How to punish and prevent non-reported acts of false security incidents has becomebefore us a very urgent and arduous task. It is against this background, in 2006,"Criminal Law Amendment (6)" is devoted to the non-reported crime of false securityincidents, and to curb the increasingly serious security incidents are not reported falseact provides a legal basis, with very an important positive significance. However, dueto this crime is the new charges had just been adopted, there are many contentiousissues. Authors from the theory and practice of combining the perspective of theseissues are described. The article is mainly divided into three parts, the first part ismainly to introduce the subject of this crime, namely, security incidents. In theaccident in advance to make the right as defined under the safety-related incidentsfrom the definition, classification starting in detail the scope of security incidents. Thesecond part mainly introduces the acts of this crime, that is not reported false.Behavior of both the theory of controversy has done a summary and assessment, andthe right to define. This section also not reported that the false acts of basicexpressions (that is, acts and omissions) made a related argument. The third partintroduces the main body of this crime. Mainly from the theoretical disputes and thelaws and regulations and judicial interpretation of the provisions of the differencesbetween the starting to the right of the reporting responsibilities to define the scope ofpersonnel.
