After 30 years'reform, China have made great achievements attracting worldwide attention in all fields , including the political, economic, cultural, social life and diplomacy. During the critical period, China is in the economic and social transition, because of institutional, policy and personal reasons, part of social members had less benefit from the reform, did not share or less sharing the fruit of the reform, they mainly include the urban poor laid-off workers, rural poor farmers and migrant workers who caused by the social transformation are social vulnerable groups. With the awareness of their rights is improving, when the institutionalized forms of participation should not meet their demands, they turned to the political participation of non-institutionalized means to protect their interests.Comprehensivly using of the relevant political science, sociology of knowledge in the thesis, using empirical analysis, literature survey, analysis and other methods.Describing the non-institutionalized political participation through four areas of vulnerable groups.In the part of introduction, Outlineding the purpose and significance of the topics, interpretating the core concepts of vulnerable groups and non-institutionalized political participation , current study analysis on vulnerable groups of the non-institutionalized political participation, Introductiing the thesis of the research methodology and the difficulties and innovation.On the foundation of learning the basic concepts , discussing the vulnerable groups of non-institutionalized political participation and influence the performance in this thesis, discussing the performance of groups and individuals in case of extreme behavior. Group cases mainly performanced through affraying petition, leapfroging petition,illegal gathering, the impact of local party and government organs,laying siege the country's public servants.Excessive behavior of individuals is mainly expressed in the individual extreme emotional vent, self-mutilation, suicidal behavior. With regard to the discussing the impact of non-institutionalized political participation cased by vulnerable groups.First, a brief analysis of its positive effects, its negative impacts including economic development, political stability and social order, etc. Negative impacts on these vulnerable groups, mainly through the non-institutionalized political participation on political stability shown by the negative impacts,that is the negative impacts on political stability including political legitimacy, political community,political psychology and politics.Studying the causes on vulnerable groups of the non-institutionalized political participation will help us to set forth the correct countermeasures. The reasons on vulnerable groups of non-institutionalized political participation mainly including economic gaps between rich and poor. The vulnerable groups'strengthened sense of the relative deprived enhancement , the political system is imperfect, during the transition of the society ,such as the political institutionalization of political participation lags behind the expansion,the lack of appropriate monitoring system, government staff shifted their duty each other. The social security system is imperfect,did not give full play to its "decompression valve"and"Stabilizer", the level of education with vulnerable groups and imposed by society to give them pressure were all important factors which lead to vulnerable groups of non-institutionalized political participation.On the base of the reasons about vulnerable groups of non-institutionalized political participation. I made the countermeasures by preventing and eliminating vulnerable groups of non-institutionalized political participation. On the foundation of economic development , the distribution attaining equitable. Politically, speeding up structural reform of the administration. Perfecting the expression of the mechanism benefits, improving the social security system to protect the strengthening assistance for vulnerable groups , improving their own quality, increasing employment opportunities, etc.
