On The Status Quo Of China's Lack Of Social Fairness And Countermeasures

China has made rapid progress in society and economy since the policy of reform and opening up. During the period 1978 - 2008, average annual economic growth rate was close to 9.8%, the total economic output jumped from the sixth in the world to the third place, per capita income has increased from 190 dollars to 3266.8 dollars, people's living condition has been from inadequate food and clothing to the overall well-off, for a country with over 1.3 billion population and the great zonal imbalance, it is a miracle.These achievements are also paying a heavy price, some of the social phenomena need close attention ,there are serious unfair areas on many people's practicable ability(the function combination which people depend on achieving their significant goals): income distribution,education,public health,employment and environmental protection. These issues are plastered by rapid economic progress. Once the socio-economic crises break out, its consequence will be unimaginable. In response to the social unfairness, this paper explores the basic theory on social fairness, depicts performance for lack of social fairness, analyzes the reasons and its negative impacts for increasing lack of social fairness, and discusses the countermeasures to enhance the social fairness. Its characteristics include three aspects: under the guidance of people-oriented values, it investigates social fairness problems from practicable ability loss dimension to avoid see-no in the past and being confined to certain economic indicators; Focusing on the provision of equal rights and opportunities; improving the quality of human beings widespread, promoting vast people's essential freedom as the ultimate goal of social fairness, so they grasp the main theme of contemporary social fairness: equality opportunity and fair competition, sharing the fruits of development. The following is some specific contents. Section one explores the basic theory on social fairness, including the content and type of fairness, the definition,main features and measure principle of social fairness.Section two depicts the status quo of social fairness loss in China. Regarding the condition of social fairness as a reference from the foundation of PRC to reform and opening up, from the loss perspective of the practicable ability for society members, the section depicts social unfairness in income distribution,education,public health,employment and environmental protection in our country at this stage.Section three inquires into the reasons for lack of social fairness in China at the moment. From five aspects -- the development strategy, economic system, political system, the benefit driven and globalization, it analyses the reasons for lack of social fairness.Section four discusses the negative impacts for lack of social fairness in China. It includes weakening Chinese economic impetuses for sustainable development, endangering the political stability, distorting people's values and inducing the social moral to decline, and so on.Section five takes practical measures to improve the social fairness. Focusing on the provision of equal rights and opportunities and enjoying the fruits of development together, it explores some main countermeasures to promote social fairness from the national initiative horizon, such as giving full play to the country's ability to absorb, improving the ability of government's redistribution and expanding social services to the public; giving full play to the country's ability to control, developing civil society organizations and accelerating the process of social organization; giving full play to ability to country's legitimatization, expanding the orderly citizen participation in politics and strengthening the administrative supervision. It hopes to promote social fairness and forms good environment for everyone to develop themselves.
