Since the end of the 20th century, the tide of information has swept the globe, the use of modern information technology developing E-government, improve public sector performance, become a worldwide trend. The construction of E-government in our country started relatively late, the level of construction lag, E-government contribution to the performance of public management still has great potential. This paper is based on the research object of E-government project in the Guang’an government affairs service center in the western underdeveloped cities, through the analysis of the impact of E-government on the public sector performance, the relevant relationship, and so on, to provide a reference for China’s development of E-government and improve public management performance.This paper analyzes the theoretical results of E-government and public sector performance management in recent years, reviews the development history and current situation of E-government in China, and analyzes the positive influence and negative influence of e-government development in China on the public sector performance through the "3E+fair" elements structure. The author takes E-government project of Guang’an government affairs service center as an example, combed the construction path, pattern application, function of E-government, using the chart, the data, etc., analyzes the positive influence of E-government on the economic, efficiency, effect and fair indicators of the public sector, and finds out the disadvantages of E-government, such as the failure of economic efficiency, the instability risk of increasing public service, the depth of public management communication, and the balanced development of public policy, etc., find the main reason of restricting the performance of E-government in the Guang’an government affairs service center.Based on this conclusion, the western underdeveloped region should be from the publicity and education of the society level, the system level of planning and design, strengthening the government information disclosure and the resource sharing, popularization of digital technology to eliminate the "digital divide", develop mobile e-government to perfect access service, strengthen technical support and other aspects of joint efforts, maximize the contribution rate of e-government to promote public sector performance.
