With the increasing of economy and the reforming of politics, the domestic legal systems of island ecology protecting are becoming more and more deviated from the time's needs. There are many problems on the legislative systems, management systems and specific systems. If such puzzles don't be solved effectively through the reasonable ways, they will affect inevitably the ecology protecting, resource developing, land utilizing of island, even the sustainable developing both economy and society. Then, how to establish and improve the legal systems of island ecology protecting becomes an important research topic in the vision of modern lawyers and jurists.First and formost, my paper elaborates thoroughly the content definitions, theoretical foundations, and the necessity and feasibility of reasons that why to establish and improve the legal systems of island ecology protecting. Furthermore, the article analyses the legislation patterns, legal forms, management systems, specific systems of our country, and some domestic major problems. Correspondingly, in the forth chapter of the paper, the article analyses comparatively some other typical countries' systems, and summarizes a few references through those countries, including United States, United Kingdom, Canada, Australia, Japan, South Korea, etc. Last and most significant, the theoretical innovations of my paper are reflected four following aspects: clarifying the legislative patterns, perfecting the legislative systems, defining the management systems and completing the specific systems. According to the basic contents of ecology law, the paper accounts that the completing of specific systems is composed of four following fields. The first group systems are about environment protection and pollution prevention: environmental impact assessment (EIA) system, "three simultaneous" system, the cleaner production system, incident report system, island classification protection system. The second are about resource protection and reasonable exploitation: island resource property right system, island resource recovery system. The third are about land improvement: island land use planning system, island nature reserve system. The last group systems are about integrated managements: island supervision and inspection system, island investigation and statistics system.In one word, the purpose of my paper is to propose some theoretical innovations through the comparative analysis between domestic and international legal systems in island ecology protecting.
