With the rapid development of society, large-scale and complicated transport instruments are used more frequently, the possibility and the extent of loss of life, personal injury or loss of property are both raising. In the maritime field, once the admiralty catastrophe happens, the ship owner and the related area will face huge economic loss. For the ship owner, even he goes bankrupt, he can not indemnity the losses in the related area. Hence, the condition is not beneficial for the development of shipping industry and the environment and economic recovery of the related area. The importance of vessel compulsory insurance system has been realized in many maritime conventions, especially for CLC under this background. And the system has been gained great success in many fields. It produces desirable influence on the development of shipping industry, recuperation from the catastrophe for the related area and enhances the consciousness of apply the vessel compulsory insurance of ship owners.In maritime field, there is a tendency for application of compulsory insurance to strength in international marine insurance legislation. And for our country, the Regulation of the P.R.C. Prevention and Management of Vessel-Induced Sea Pollution go into effect as of March 2010 that is a milestone for the compulsory insurance legislation in China. So it is necessary to review and modify the theory of the compulsory insurance system, which is the aim for the article.Charter 1 and 2, the author introduces the principles, features, theory basis and forming course of the compulsory insurance, reveals the theory basis, nature, functions of the vessel compulsory insurance system.Charter 3, the author studies the content of the vessel compulsory insurance system, including the relationship between the similar system, the civil subjects, the application scope, direct action for the third party, the right for the insurer shall not liable for the loss, the proceeding status of the insurer, the issue of limitation of period for claims with regard to contract of liability insurance.Charter 4, the author analyzes the conditions and issues of the vessel compulsory insurance system in China. From the perspective of pollution, carriage of passengers by vessel, wreck removal to discuss the necessary and urgency to setting up the vessel compulsory insurance system in China. Charter 5, the author gives some suggestions to the construction of the legislation of the vessel compulsory insurance system in China.
