The Research On The China's Local Decentralization

In order to enhance the quality and efficiency of administration, decentralization has become a basic evolving trend of modern stating governance in substance. Through introducing relevance theory and learning successful experiences abroad, the author analys the problems of decentralization, and point out measures.Firstly, this thesis introduces the related theory, including the meaning of decentralization, local government level, the provision of public goods and so on, and then, expounds on altitude of the central authority centralization of state power and decentralization reforms practice reform and openness front and back., such as economic management extent of authority, Fiscal levy, goods and materials, price, foreign trade, foreign currency, and so on.Secondly, the thesis focuses on the generalization and experiences introduction of foreign decentralization practice. Take Japan and France for example. France is a highly centralized country in the past and now their successful experience deserves our study. Also, Japanese experience is valuable despite of different regime and political arrangement. The author gains three important enlightenment: perfect supporting measures, strengthen supervising, improve legal system.Thirdly, be aimed at above-mentioned problem, such as Devolution of administrative power to lower levels process does not standardize, supporting measures does not improve and perfect, and so on. The author analysed through dialectical materialism, and local government show out that Government organization is numerous and behavior is not pawned for.Finally, this paper combines with the reality of our country, analyzes the existing problems of decentralization and brings up the corresponding suggestions by abroad decentralization experiences union. The countermeasure of the article is thought decentralization and decentralization inequality in the central government level and in the local government level.
