Analysis Of The Arrest And Resolution Of False Information In Policy Execution

Policies, made by the government or public authority, are courses of action and behavioral basis to achieve a certain target in a certain historical period, which usually show the political measures and complexity process to regulate people's interests. However, at the beginning of the formulation of policy, policy is a rational expectation in an ideal state. If we want to put it into practice, the process of policy implementation must be adopted to change policies programs in the concept of state into effects of policies in a reality form. Therefore, the policy implementation plays a vital role in public policy. In essence, the policy implementation is a complex process involving a large number of parameters and factors, and is subject to the block of various elements, for example, lack of resources policy, institutional deficiencies, etc. All of these affect the effectiveness of the process of policy implementation, so the block factors in the policy implementation must be paid attention to highly.In this information age, information is playing an increasingly important role in policy implementation and affecting the effectiveness of policy implementation. Judging from the effects of policy implementation, success of policy refers to the process that the policy objects (target groups) receive the policy information, form policy recognition, and ultimately change their behavior. In this perspective, the process of policy implementation is essentially a process of information transmission.The efficiency of policies information transmission is often influenced by false information, which will reduce the efficiency of policy implementation, and may even lead to the failure of the implementation of policies. Many cases have proven that false information is a huge danger.After studying related theories on public policy and policy implementation, and with systems analysis, we build a model of the process of policy implementation to do researches on transmission process of policy information, and analyze blocks and damages to the policy implementation chain caused by false information in the environment of policy implementation. In particular, we focus on dissemination mechanism based on false information from adverse events in the policy, in order to find out an effective mechanism to control false information.In this paper, from the view of case studies, combining with success cases in the practice of policy implementation, we have done deep analysis on how to carry out effective management, control the spread of false information, and reduce the harm of it in the process of policy implementation, in order to provide methodological guidance for policy implementation.Meanwhile, without over relying on cases, we put the policy implementation up to a theoretical level on the base of analysis, and make the following policy recommendations combining with information management, communications, and policy implementation theory:First, changing attitude and controlling the initiative of information;Second, improving the policy environment;Third, improving information literacy of the policy object.These three points above are aimed to promote effectively the transmission of policy information chain, and make policy information informed better by the policy object to form policy recognition, and put the policy objectives into practice at last.
