The influence of legislative branch in the process of the Foreign Policy making is still controversial. Korea, in particular, has experienced authoritarian dictatorship in the past, and the autocracy of the President in the Foreign Policy sector seemed so clear. But the party democratization of Korea is still in progress for over 20 years since the Korean democratization in 1987. The parties of Korea are becoming to be responsible parties and the influence of the parties and National Assembly to the President in the process of deciding the Foreign Policy is getting bigger and bigger under these conditions.In this paper, we are analyzing the influence of Korean National Assembly in Foreign Policy through case analysis, especially analyzing the interaction of the President and ruling party. The ruling party sometimes resists sometimes compromises and sometimes complies on the Foreign Policy of the President. In this paper, we will take a close look at in what environments these decisions are made and what could be the key factor for the President's party to determine their decisions. Through this process, we would have an understanding of the development of party politics of Korea.
