Study Of The Public Decision-making Mechanism Under The Perspective Of Deliberative Democracy

With the accelerated process of political democratization in China, the public's sense of democracy, the public's sense of political participation are increasingly strong, the era of democratization has come. But in China, the existing public decision-making mechanism is unable to meet the needs of a modern democratic society. The political elites are still grasping and monopolying the public decision-making. The objects of the public policy-the public don't have the rights to make the public policy because they have no professional knowledge, skills, and lack of efficiency. Such monopolistic pattern of the public decision-making has been increasingly questioned by the public,the legitimacy of the outcome of the decision-making is increasingly vulnerable. In recent years, spating of mass incidents in Weng'an of Guizhou, Yunnan of Menglian and other place has sounded the alarm for us to the price of blood:If we defy the public to participation in the process of the decision-making, If the political elite still monopoly the public decision-making, the legitimacy of the outcome of the decision-making is increasingly vulnerable, even shaking the foundation of the rule to those in power.Deliberative democracy is a revival theory in the 20th century later periods taking the public participation and the equal deliberation as the basic value demand. It emphasizes the responsibility to the public interest, and promotes mutual understanding about political words, so it entrusts the public decision-making with the thick validity. To our exciting, it is that the deliberative democracy theory and some democratic practices at the grassroots level politics in China recent years happen to hold the same view. The practice development needs instruction of theory, and the development of theory needs the impetus of practice. This article is precisely based on the very topic, with the aid of the basic idea and the viewpoint of the deliberative democracy theory. Taking the experience of the China democracy at the grassroots level as its object, cutting into the topic from the public business decision-making participation, using the research way which the theory explanation unifies with the document analysis, so according to the theory as well as practice reference,it creates one kind of deliberative democratic public decision-making mechanism, and has carried on the beneficial analysis about this mechanism with great significance to the public decision-making system of China.The purposes of this article is to build up such a deliberative democracy type of public decision-making mechanism first, and then analysising the practical value of this mechanism and Its remedy for the practice of China's current public decision-making. At the end of this article, The author analyzes the dilemma of this type of Deliberative democracy-type public decision-making mechanism,and try to improve the democratic style of public decision-making mechanism. The author hopes this improved types of public participation in decision-making mechanism can make the public decision-makings more democratic and scientific in grass-roots government, at the same time to ruduce the the crisis of legitimacy in public decision-making.
