Research On Group Event Governance In The Perspective Of Deliberative Democracy

At present,as it is an important period of economic transformation for China,the social harmony and stability is an important cornerstone to deepen reform and to tackle tough.However,in recent years,the group events have been in a state of frequent and multiple in our country,which has brought a serious impact on social development,and exposed the complexity and acuteness of social problems.Group events can quickly lead to public opinion because of the high social concern,and accuse both the image and capacity of the government directly.Therefore,the effective management of group events is not only the need for the stable development of the society,but also requires for reinventing government deterrent and regaining credibility.As a new democratic paradigm,deliberative democracy can provide opportunities and channels for the masses in the process of social governance;As a form of governance,can achieve order and direct participation in decision-making,and guide the public rationality,to witness the legitimacy of public decision-making.On the other hand,there are many difficulties in the process of governance in group events,which mainly includes five aspects based on governance concept,the appeal from the masses,the technical difficulties of public sentiment,and the effectiveness of supervision and feedback.Therefore,this article based on the deliberative democracy theory and put forward countermeasures and suggestions for the management of group events,mainly include embedding deliberative consciousness,improving the validity of the complaint,innovating the form of negotiation,constructing the mechanism of democracy decision-making,and supervision and feedback system.The 18 th CPC National Congress report have put forward to improve the system of deliberative democracy,and realize the multi-layer development of the deliberative democracy system,which will provide the foundation for the management of group events and to realize the effective combination with deliberative democracy;a good governance mechanism for the society to maintain good social order and developmentenvironment,in order to resolve the contradictions among the people effectively.With the continuous progress of the democratic political development and the social governance of China,group events will no longer be a problem,and the government can handle it with a proper way.
