Throughout Chinese and foreign history, governments of different countries accumulates lots of valuable experience in the process of anti-corruption. All the methods of anti-corruption can be generalized into four modes:law-dominated, low salary, high salary and law-guided. Among the four modes, the law-guided model is generally accepted by many countries. This method is a way to use law to form the multi-level monitoring mechanism.Until the year of 2010, there has been 97 countries and regions which manage the Properties Declaration System according to law. These countries include not only developed countries like Sweden, American, Canada and Singapore, but also developing countries like Thai, Mexico and Nigeria. Properties Declaration System is mainly applicable to national civil servants at all levels, in order to ensure the fairness of administrative actions and to optimize the government's administrative acts. Because of its open and transparency, corruption prevention, and its disciplinary measures, Properties Declaration System of Public Servant has become the powerful weapon of overwhelming corruption in many countries. From the year of 1986, China has enacted the regulation of assets declaration, and then has formulated and promulgated the relevant policy documents. The Requirements of Income Declaration about Leader (county level above) in the Party and Government Organs is one of the most representative documents, which was constituted in 1995, but lots of deficiencies and shortcomings still can be found in this system. Firstly, it has no legal status which means it lacks of national mandatory. Secondly, the content of this system is rough and needs to be amended, for example, the main body of the people who need to declare, the property range. Through the method of comparison and profitability, this paper analyzes the relevant systems home and abroad and intends to find out an effective way to perfect the property declaration system of Chinese civil servant by studying the successful experiences from other countries and Chinese national conditions. his thesis has four parts:The first part is the first chapter, which is separated into three parts. This chapter explores the study background, the significance of this study, and the purpose of this study. The second chapter has three parts. The first part introduces the definition, function, and characteristics of the Properties Declaration System of civil servant. The second part organizes the development of this system at home and abroad, then further explores the basic theory of this system.Under the situation of anti-corruption remains severe, through the comparison of the different approaches on the system in many countries and the variation of the development of this system, the third part does a comparative research on this system systematically in order to lay the foundation for the next part which further explores the problems in the process of the system construction and the methods to solve the problems. The last chapter discusses the problems of Property Declaration System in China and how to establish and improve the conditions of the system.
