The 21st century, we are living in a global wave of non-profit organizations. Being one of the important resources in the non-profit organizations, Charity Foundation, which were consistent with the development rules of civil society, succeed in attracting a large number of property from people which contributes considerable impact to people's life and social development. In the new era, the subject of organization competition has changed from the past physical resources and market to the present strength and innovation ideas. How to motivate human resources fully played enthusiasm and creativity of human resource management will undoubtedly become a critical part. Therefore, as far as Charity Foundation concerned, to improve their competitiveness, we must attach great importance to the motivation of its staff, the real enthusiasm and creativity.We use Charity Foundation as the object of study, through literature analysis, sort out to the related concepts and theories basis, to analyze simply to the operating mechanism of Charity Foundation. On this basis, we study and expound to the current situation of human resources development of Charity Foundation, revealing the need for incentives to its human resources. At the same time, select a more representative crane TianJin Crane Senior Philanthropic Foundation on field research. Through questionnaires and interviews, a fully understanding of the composition of its staff and value orientation, and its employee and volunteers to conduct in-depth study the value orientation. Based on different value orientation and motivation demand in different person, put forward different ways to motivate and focus the spirit of the material ways to motivate. So as to explore more practical and more effective and feasible incentive measures of human resources in Charity Foundation.
