A Study On The Construction Of Minority Cadres In Kaifeng City Of Henan Provence

A major part of Chinese Ethnic work is the work of in interracial neighborhood, an important aspect of which is to train minority cadres. At the symposium of selecting and training minority cadres nationwide on 8, June, 1993, General Secretary of CPC Hu Jingtao said,"It is the major issue of overall and strategic significance to select and train. Minority cadres"â‘ (1997: 517) In interracial neighborhood, minority cadres exert great influence, for they contribute a lot in promoting the local economy, strengthening the relationship with other nationalities and maintaining national unity. Therefore, enforcing the team capacity-building of minority cadres beneficial to the economical and social development of the minority nationality, the harmonious development of socialist national relationship, and it is also the key to solving national issues.After systematically analyzing the capacity-building of minority cadres in Kaifeng, this paper probes into the problems and causes. Based on the principle theory of minority cadres and the research data, the thesis explores the gained experience and defects, and puts forward countermeasure and suggestion for strengthening cadre team. Following the problem-solving structure, it falls into five parts. The introductory part expounds the reasons and significance of choosing this subject, related research, methodology and the basic approach. The first chapter summarizes theories concerning capacity-building of cadres of interracial neighborhood .The second chapter elaborates the status quo of minority cadres n Kaifeng, sums up its achievement and discusses the significance of building minority cadres in Kaifeng. The third chapter analyzes the problems and causes in building minority cadres in Kaifeng, while the fourth one proposes the countermeasure and advice in building the cadres of interracial neighborhood.Marxism national theory is the guideline of the paper, and site investigation the basis. Combining multi-discipline theories like ethnology, politics, management and sociology, the thesis takes ethnological field investigation, comparison and history literature research as its methodology. According to data and the Marxism national theory, it systematically analyzes the capacity-building of minority cadres'status quo, summarizes its experience, and explores its problems and advances countermeasure and plausible proposal. The paper is aimed at solving questions through perfecting the mechanism of selecting and training minority cadres, enhancing their overall capacity and improving their appraisal and management system. This thesis would have pragmatic value for capacity-building of cadres in interracial neighborhood.
