Research On The Central Bank Legal System Of Russia

Central bank, fire and wheel are known as the three great inventions since the dawn ;the Central Bank histroy of the emergence and development provides the basis for this conclusion.With the acceleration of financial of globalization process, the Central Bank in the international financial scope plays an important role. Prior to this, by the U.S. subprime mortgage crisis has triggered a global financial crisis, central banks have introduced a market-rescue measures to curb the scope of the financial crisis and maintain financial stability. The Central Bank which has a special legal status as the financial institutions should be based on the Central Bank of the legal system as the fundamental norm of activities; particularly in the condition of the financial crisis, the Central Bank must formulate anti-crsis measures in accordance with law.This paper makes it as an opportunity to analysis the Central Bank legal system of Russia ,meanwhile through the comparative analysis of the Central Bank legal system between Chinese and Russia,reflects deficiencies of the existing legal system of the central bank of China and provides specific practical and legal theory improvements in order to further improve the relevant legal system of the Central Bank of China.In this paper several methods to be used incluing hermeneutics, comparative analysis, historical analysis and other methods in an attempt to study on a number of important legal issues of the Central Bank of Russia,analyze and compare the legal system of the Central Bank between China and Russia involving the legal status, functions of the Central Bank of Russia and to explore the relationship between the various functions and the Change of different functions. By comparison analysis, confirm commons and differences of the legal system of the Central Bank between Chinese and Russia:Russia and China are geographically adjacent to each other, and the same of the economies in transition; but the two countries'legal system of the Central Bank exists considerable differences regardless of the legal system of the legal status or the functions of the Central Bank between Chinese and Russia."It stones from other hills may serve to polish jade", drawing on the rational parts of the legal system from the Central Bank of Russia in order to improve the legal system of the Central Bank of China and promote the healthy development of China's financial industry .
