Analysis Of Official Property Declaration System Of China

Corruption is a general phenomenon in the world, which greatly influenced the stability and development of one country. Corruption is an obstacle to national economic development and poverty relief. And country which is blind to this point may pay a heavy price. The government authorities ought to go to the root of the problem by taking preventive measures instead of disposing later time. According to experiences of many countries, the official property declaration system effectively prevents the social corruption. However, the implementation of this system met many difficulties in our country.Based on the above mentioned, this thesis analyzed the official property declaration system from different perspectives, including demonstrating the accuracy and validity of this system by explaining and verifying the concept and theoretical basis of official property declaration system; proposing suggestions for Chinese legislative act by analyzing the property declaration system in United States, Singapore and South Korea; putting forward perfect preposition to the implementation of this system in our country.The thesis divides into four parts altogether. Firstly, it reviewed the historical development of official property declaration system and explained the relevant theoretical bases, including the theory of social contract, the theory of ultimate popular sovereignty and the theory of giving priority to the public interest. All of these theories further demonstrated the accuracy and appropriateness of official property declaration system.Secondly, this thesis introduced the countries that have made great achievements in the field. It carefully introduced the methods, entities, contents and accepting organ of declaration, then reflected the disparity and deficiency in the system between China and other countries so as to perfect the relevant legislative act in our country.Thirdly, this thesis generally reviewed the official property declaration system in China and pointed out the late development of this system in China and deficiency and disparity as compared with other countries. According to the above analysis, this part displayed the characteristic of existing system in our country.Finally, the last part included the conclusion which sum up the main idea of this thesis and provided some suggestions for perfecting system itself and improving supplementary measures.
