Non-government organizations play a significant role in social development. Under the direction of service government idea, non-government organizations play a positive role in diversifying development of administrative act, establish a new type balanced mechanism of society, promote participatory democracy and enhance government's scientificalness of decision-making, optimize the social structure, and propel the rule of law. In China, non-government organizations include social organizations, professional associations, primary mass organizations, volunteer organizations of public good and non-governmental enterprises. Because our country has planned-economic system history, and the transition of society is starting, non-government organizations of our country can't advance at an equal pace with government and enterprises. Because of the indeterminacy stage of non-government organizations in Administrative law of organization, in this text, we try to analyze the originating and exercising of administrative authority. Then, authority will be abused harming the interests of the citizen inevitably. In order to giving correct guidance, effective measures of legal restriction to non-government organizations are necessary. The literary will discuss the outside restriction and the inside restriction and will put forward perfective proposals.
