Study On The Optimization Of The Organization Structure Of County Level Government

The Third Plenary Session of the 18th Central Committee of the CPC proposes reforming target of government organization structure optimization which is the foundation of building civil satisfying service-oriented gov-ernment and the key point to promoting national administrative system and the modernization of administrative capability.Government organization structure optimization is of tremendous significance for transforming gov-ernment role,deepening institution reform and improving administrative ef-ficiency.As the most stable unit in China and the basis of national governance,government organization structure in county determines its governance ca-pability and the development of social economy in this area.Although achievement has been accomplished in terms of the optimization of gov-ernment organization structure in county through several government insti-tution reforms,reforming challenges and problems still exist to be solved for government structure.Taking Fenyang city in Shanxi province as research case,this paper attempts to set standard for government organization struc-ture optimization in county and further to build the optimization methods.Four parts are included in this paper.In first part,basic concept of county-level government and organization structure is explained.The theo-retical basis of government organization structure optimization including traditional public organization theory,public service theory and integrated administrative theory is also defined,pointing out the corresponding nature between theoretical basis and related research.The second part explains principles of county-level organization structure optimization in three main aspects-government function transformation?institution setting and admin-istrative power definition.It further points out the standard for county-level government organization structure including financial revenue and expendi-ture?function expenditure an human cost.Through integration and analysis of data from 11 county-level city in Shanxi province,it makes a simple evaluation of optimization standard.The third part introduces the process and innovative measures of government organization structure optimization in Fenyang,Shanxi province.And then,it points out the existing problems from four main perspectives caused to a large degree by isomorphic respon-sibility,unclear division of duty and power,clique interest pursuit and offi-cial-oriented ideas.By observing principles of clear role position?balance of power and duty as well as supervision,the forth part attempts to set gov-ernment organization structure optimization methods in county from the perspectives of service priority?transverse and longitudinal integration and power distribution.
