| It is necessary to explore some new correction approaches with which a number of social organizations can make great contribution in the community correction by means of providing special services for the high-dangerous persons as a supplement of professional punishment, in order to improve the developing stratagem for constructing harmonious community, to strengthen social management, to maintain social stability, to prevent and reduce crimes from their origin, especially for Shanghai being constructed into an international metropolis marketized, infomationized, and ruled by law. Therefore, the government as an authority to execute the law should establish the guideline that the government is the leading authority, social organizations operate independently, any social power contributes own effort, to prevent crimes in an opened society. Shanghai Xin Hang community service station, a private-nonprofit non-enterprise community correction corporation, was established and could provide assisting and educating programs in the manner of service purchased by the government. The corporation holds the working principle of respect, equality, acceptance, and self-help in helping others. The corporation is becoming an important part in the community correction.In this thesis, the actuality, status and effect of the community correction organizations in Shanghai are analyzed, some advanced experience of other nations and areas are introduced. How to exert social organizations'function on correcting, assisting and educating the criminals is discussed in several aspects, such as the operation state, the calling status and roles of these organizations, the relationship between government and them, the perfection of the judicature system, the improvement of the quality of community correction, and the promotion of the function to prevent and reduce crimes, etc.. This research could be used as a reference and applied in practice by the administrative agencies of community correction. |
