"sub-corruption"which is also known as invisible corruption , passive corruption and atypical corruption. Chinese scholars usually define"sub-corruption"as taking advantage of the policy flaws and playing the edge ball, which is a conduct between the ordinary problem of immorality and serious corruption. In worldwide"sub-corruption"is regarded as kind of violation of laws. The author reckons that in China"sub-corruption"refers to the conduct of civil servants who misuse positions to seek benefits or waste the state's resources,which features the universality of violators, profit chasing, vagueness and derivation of influence. The author selects this study of junior civil servants, to"sub-corruption"behavior is divided into four main types, namely, squanders and wastes, image projects, interpersonal favors and repetundae, which harm no less than corruption, and seriously affect the administration capacity to reduce the credibility of the Government, while a great waste of national resources, resulting in high administrative costs, administrative inefficiencies, the cultule of "sub-corruption"prevalent. The"sub-corruption"stems from the deep-rooted social causes, because the subjects of rights are economic men who have egoism of bureaucrats and faith in traditional acquaintances'society. There is no effective supervision regarding the system of public rights so that the effective supervision lacks in the system of public rights and the defect arises in the process of operation. The laws provides harsh punishment but no specific procedures which boosts the spreading of"sub-corruption". The north European countries and the USA are globally regarded as clean countries, and Japan with Singapore have similar cultural background with China. The above mentioned foreign countries all have sound legal system and effective supervision with openness and transparency of society. They all honor honesty and cleanness and offer high salary to construct a clean government. Based on the comparative study, the author put forward a number of appropriate control measures in China's national conditions. Therefore in order to prevent"sub-corruption"we must firstly set up a preventive system and the precaution measures which consists of the strengthening of the construction of the team of junior civil servants and the harmonious environment. Secondly we must regulate the operation of power, be open and transparent. Thirdly definition of"sub-corruption"shall be specified so that the cost of violation would be increased. The consequent punishment shall be stipulated and carried out accordingly and strictly, which would reflect the rigidity of legal system and enhance the anti-corruption. Lastly we must strengthen comprehensive societal supervision, value media's and people's supervision and specify the authoritative organization to fight corruption, which could construct a complete and multiple measures to fight"sub-corruptions".
