Establishing a unified national market is an important objective of the China's economic reform. However, administrative monopoly affected the goals seriously. With the constant improvement of China's economic system, administrative monopoly even strengthens the trend and changes the content and form continuously. The central government has used various means to reduce the harm of administrative monopoly on the economy. But compared to other economically developed countries, our study on administrative monopoly has just started. So in-depth analysis and empirical study on administrative monopoly's definition, classification, performance characteristics ,the reasons for its emergence and existence and its harms has great theoretical and practical significance to the smooth progress of economic reform and construction of national market integration process.Based on the summary of domestic and international research on administrative monopoly, first of all, this article defines and classifies the concept of administrative monopoly, and reviews the development of administrative monopoly and control measures taken by central government. Secondly, summarizing the characteristics of administrative monopoly in China at this stage, and analyzed the reasons for the emergence and development of administrative monopoly from various angles according to the development of administrative monopoly. Thirdly, analyzing the socio-economic harm caused by administrative monopoly at the macro and micro level. Then taking China's eight regions as an example, this article uses the boundary effect model to do an empirical analysis on the degree of market segmentation, in order to measure the extent of administrative monopoly in China. Finally, according to the results of empirical research, this article provides workable recommendations for government policy.
